You will have to be more specific if you want any help, what do you mean by LSDPFR lagging? Do you mean your game is dropping FPS or LSPDFR itself is lagging. Are you on legacy or enhanced?

I am on legacy it only lag when I go on duty an entering a replacement police vehicle...an yes the whole screen lags when I step out the vehicle it don't lag

Okay, just to rule out it being from something else, I would suggest renaming your mods folder to _mods and see if the game lags at all for you. If it does not lag then it is most likely the modded vehicle.

Make sure you also have a Packfile limit adjuster, Heap Adjuster, and an up-to-date gameconfig

I have all the limit adjusters and game config I tried about 6 replacement car pack an it still lag i put a letter with mods folder mods g an it don't lag when entering police vehicle its really lags when I am at any police department garage to choose a vehicle

What specs does your PC have? Are you using car packs with high polygon counts? and what DirectX version are you using?
