Lightbar not flashing and only parts of lightbar show up

Every model I download, most of the lightbar isn't on there and the lights don't flash. Once I turn on the car the lights that spawned stay on and freeze. Somebody help me with this.

Hi,

 

Make sure you downloaded ELS enabled vehicles, 

 

then go to your ELS install folder, located at your GTAIV game folder, open ELS configure ini setting file, make sure the vehicles you using statues are ON.

Guys thanks for the replies but I just realized that I am so stupid. I looked at all of the vehicles and I wondered what ELS was, until I looked at some tutorials and showcases. Well I got ELS and now it works. Thanks though.
