The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

Several months ago I (thought) I had a mod that made AI backup responding Code 2 do so without sirens, lights only. I cannot find it; anyone know what I'm talking about?

LSPDFR comes with Code 2 backup options within the Backup menu, which send a Code 2 unit without sirens.

Ah, I was using police radio to call backup on a traffic stop. I'll try the default instead.

Well, the Code 2 backup in default LSPDFR is not so great, and the Traffic Stop Backup in Police Radio is pretty good, so I'd recommend sticking to that one.

If you have "Arrest Manager" you can customize the following. Otherwise you can use the standard Code 2 via LSPDFR even if you have Arrest Manager installed.
