An easier way to set people as wanted [1.1]?

Hi,

 

Currently I do not have any issues with setting people as wanted after I searched (yes i googled) how to set it in 1.0 as ctrl wasn't working. 

 

I was wondering though if there is an easier way to set people wanted? Currently I have to basically tackle them, aim at them with my baton or my pistol (mainly my baton as it auto targets the person) and set them as wanted then let them run, when I could have just arrested them then.

you should be able to just aim at them and press LControl and E without tackling him. try that and see if that works at all.
