So, obviously San Andreas is WAY better then IV or EFLC, i haven't even played SA in about a year, so i forget how to even put mod's in, the mods i want are the ELM mod which i had an extremely difficult time with, the SAPDFR mod and installing car mods, thank's in advance!

How about looking for the information yourself?

Chances are there's installation instructions with the files.

I have looked for it, there are 0 tutorials i have found that tell you how to properly install ELM or even how to trouble shoot the problems hence, the reason i gave up on it, as for car mods, i figured that out.

need cleo 4 and run the elm and cleo as admin

I did that, but for some reason, the game just doesn't load

Sometimes you sa.exe has to be changed from a european version to a US version that was my problem
