I put all the files in the right places, and both the policeradio and secondary callouts don't work..

i used the police radio, and the secondary callouts for like, officer need of assistance etc...

unless you want me to post the links I used

It would be much easier for like someone to skype me whatever so I can show you exactly what's going on like it won't open it tells me to press c to open the police radio but when I press c it shows the camera go back at my person and when I press x to see if any new callouts came or worked nothing changes they are all the same ones

"I put all the files in the right places"

"Don't work"

You need to expand on both of those. You think you put all the files in the right places, but if you did, it would probably work, so chances are you didn't. But you don't say in what way it doesn't work, so it's hard to know. Try running Albo's troubleshooter.
