Yes, it sure does. It even says on the download page what it is;

You don't need to press a button to activate the callout plus mod. It integrates and adds extra callouts automatically. Just wait for them to come over the dispatch.

 

Like ineseri said, try reading the documentation provided as you'll find very close to the top it says this:

 

"When you are in game callout's will occur naturally in the same way a normal callout would. So just wait around :)"

Hey,

 

If you don't want waiting forever to get a call, 

 

You can open console by press ~ key, then, type startcallout, press enter, dispatch will send you callouts after you press enter. Then response which one you like.

Umm..

 

The key is under ESC key, something like ~ and ` , that's the console key,
