you havent download GTA V it says "game version 0" meaning you don't have it you may have uninstalled it or something

There's nothing that immediately jumps out at me, apart from your game installation path but that shouldn't cause any problems. 

Just a quick question, and this may seem odd, but do you have OpenIV installed?

Actually, that will cause problems. RAGE Plugin Hook will always use the files from the folder called 'Grand Theft Auto V'. Any other name and it will not work properly.
