I've downloaded and installed it but when I go to load it it says "Error: Could not load plugin from C:...etc. Could not load file or assembly". How to fix?

Can you make a Screenshot of your Error and where you placed your Police Radio.dll and that other file

1) Where did you put PoliceRadio.dll and PoliceRadio.ini?

2) Post your RAGEPluginHook log.

I think it is better not to use mods from before the newest update, and the police radio is from may 22, I think its not working 100% with the newest update

Police Radio was actually one of the few mods that worked for me. Aside from that you are right, it is best to avoid mods that are pretty outdated.
