The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

For some plugins your able to set a custom unit/officer name.

But I don't know about in LSPDFR it's self, I know you could do it in GTA 4 if you attached your account to it.

If you're using one of my plugins, as mentioned above, your officer name & displayname are customisable via the INI file of my plugin.
