Hi, I'm planning on ordering the parts list below within the next 2-3 weeks and planned on playing LSPDFR. My question to you guys is, how will my fps be looking with custom cars, a few mods (the cliche ones that almost every you tuber has) ? 

Heres the parts list:

CPU: AMD Athlon X4 860K (3.7 ghz quad core)

Motherboard: Asus A68HM-K Micro ATX FM2

RAM: Kingston HyperX fury blue 8 GB kit

HD: Barracuda 1 TB HDD

GPU: EVGA GTX 950

Power supply: EVGA 430w

I have a Gtx 580 and I have almost all my police car slots loaded with high poly cars and nothing gets affected. I also run a custom ENB with radiance and re textured roads. So I think with a gtx 950 you will be just fine.

Is that PSU even enough for a 580?
EDIT: No it will not, don't try until you change that PSU.
