Converting a GTA IV lightbar model to GTA V Lightbar model

I'm trying to design a model for GTA V and need a certain lightbar, but can only be found ELS formated and GTA IV I know some people convert from GTA IV to GTA V. How is that done in Zmodeler.

    use zmodeler 2 to put it into .z3d format(i believe) and open that into zmodeler 3. I think this is how its done. and btw, what lightbar? I want a valor but theres no dev one for V and i dont have the funds to pay for zmodeler 2.
