Have you still got the mods folder with nothing in it, if so does the game still crash?

I mean it shouldn't brake your game as it would be launching the normal files, put back what was originally in there and see if it still crashes

@Tapp

I am slightly confused by what you are saying in this thread.

Earlier you state this

Yes i tried doing it the normal way not through the Package installer
i did this > GTA V/update/x64/dlcpacks/patchday3ng/dlc.rpf/x64/levels/gta5/vehicles.rpf

Which is clearly not the path for a mods folder.

And then you state this

Which is why you are now getting the start failure error.

A mods folder overrides and ignores the original game files (which in your case seem to be messed up). Now you have removed your mods folder, GTA V is reading the original game files and cannot load them correctly, because they may have been tampered with incorrectly.

Is this a fair assessment of what has happened?

Then you need to be clearer when you try to explain what you did or do, because you clearly said you delete the mods folder entirely and not what was inside. Don't expect people to help you efficiently if you don't explain your situation accurately.
