I'm not sure I'll be of any assistance, but I have been following this post and it's intriguing.

You have at the moment RPH 0.38 installed and they have reversed the dlc spawn directive for this version. You could start by unticking that option under advanced settings. 'Enable counter measures against online vehicles being removed in singleplayer'.

As for Ragenativeui.dll, it is a menu based dll and is not necessarily required to run the base elements of lspdfr, but it won't hurt being in your directory.

As for Albo1125.common.dll. That is a requirement if you have any of Albo's plugins installed. I strongly recommend at this point to clear everything from your plugins \ LSPDFR folder and everything from your plugins folder apart from LSPD First Response.dll, LSPD First Response. pdb and the LSPDFR folder (Should be empty).

When you say it crashes, is that just the lspdfr plugin or does the actual game crash?

@pjrthefox this is my bad. I thought that Albo1125.common.dll was a lspdfr file which i was missing. I must have misunderstood the post i saw.
I have no plugins installed, and i havent had any. Also i reinstalled the game to make sure that i didnt replace/remove any files.

Also, I do not have a "LSPDFR" folder inside my "plugins" folder. I do have one in my main directory with police scanner and so on inside, but isent there supposted also to be a folder named LSPDFR in the plugins folder?
I have tho tried to create it, but it didnt change anything. Here is a picture of my "plugins" folder. 

When i say it crashes, then i mean the mod, not gta 5. Actually it doesent "officially" crash. Ragehook "thinks" that the mod is still working, and i am not getting a plugin crashed message but the functions of the mod just goes away. For example the backup menu wont get up, i cant do traffic stops, cant get the N menu up. This happens diffrently. 
Sometimes i cant even go into the stations, sometimes i can and go on duty but then i lose the functions after doing a single traffic stop/when there comes a call.

Yes, im using version .38, and i have also tried .37, but i will check out the settings suggestions that you gave.

Ok, can you try something for me.

Uninstall lspdfr and delete the lspdfr folder in your main gta v directory, if it is still present after the uninstall.

Can you download from here again the lspdfr mod, but get the manual install version. Unrar it to a new folder and then select everything in that folder and copy and paste it to your gta v directory, replacing all the files in the destination.

Then do the same with RPH 0.38, replacing all the files.

Then go into the plugins folder and create a new folder called LSPDFR

Then (although it shouldn't make any difference as RPH will ask you), can you unblock the two lspdfr files in your plugins folder.

Launch the game and choose yes when RPH prompts you about blocked files.

You have checked the extra requirements to run RPH efficiently I guess?

This one is weird. Can you open the console when in game?

If you don't load any plugins on startup, does it allow you to enter the LoadPlugin command?

Did you get the blocked files window when you launched through RPH?

Yes i always get the "unblock files" popup when launching RPH for the first time, and i always press unblock. 
Yes i can use the console, i can use the LoadPlugin command, and i've tried that when it stops working but its not helping.
It just says unknown command to lspdfr commands like "gotopd" and "forceduty". 

But weird enough, using reloadplugin command wont work.

Still no progress, i have seen many with the same problem. 
Would an Admin at least inform the developers, so that they are aware?

i posted a forum about not being able to go on duty check that and see if that is the problem you are having
