Though this is an old tread people with the issue will still be directed to this post - therefore i am sharing what fixed it for me.
The problem is, that after game update the mods folder does not get updated, but the update folder does. You'll therefore have to make a new one, and replace the old one.
Even smarter, for those that still uses OpenIV, (but just turns off the internet when opening to prevent the update which destroys the program) - it has a feature which notifies you of this - and offers to update it for you. - i did that, and it worked for me - as well as going to the ASI Manager (located under Tools in OpenIV), and updating the ASI loader.

Problem still happening, somebody please inform the developers.
Still no progress, i have seen many with the same problem.
Would an Admin at least inform the developers, so that they are aware?
