The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

If I update to the latest RPH, will it mess with my mods?

I haven't noticed anything amiss when I updated to RPH.38 from .37.

But yes, I'd check the mod pages like Frosty19 suggested.
