I have a police and I really don't like the current the police lights, so I was wondering how I'd go about replacing them with another set of lights? 

You can only do that with either a car you made yourself, or permission from the person that made the police model, and on top of that the models are locked.

You haven't said if you made the car or not.

Ok, if the vehicle is unlocked then you will need to delete the lights you don't want in zmodeler3 and replace them with ones that have been converted for gta v. You will also want to delete the materials from the materials browser so  you won't have any conflicts with textures that are using the same name.
