Aight well could u maybe post a screen of your desktop so that I can see what programs you have installed. Programs like Razor Cortex and Firefly (gameboosters) tend to lower your performance when it comes to GTA. If there isnt anything in that try and use some commandlines.

What plugin?

I think he means the plugins that work at the moment...basically all of the common ones work, e.g. TrafficPolicer, Vehicle Search, MoreControl, EmergencyStrobes,  the common Callouts, ......
