What department is it? If you find that out, you will be able to narrow down results and have a greater chance of finding it. The vehicle may already be out there (that CVPI with that lightbar) but the person who made the video created a custom skin for it, meaning that it's not released. You should ask the person who created the video, unless they are very well known, and won't reply to PM's, since they probably get one every minute.

Anyone know where I can find him? I clicked on his name and it said the channel wasn't found.

i wanted the strobe effect also, which is very sad that it's not seperate, PPM is to buggy, without PPM even the taillight's probably don't even flash like that.

I'm not looking for it so much for the strobe effect, I just like the lightbar and extra lights.

someone could have just changed the lightbar colour it's really hard to say, i know THAT specific car was on BlackArtsMedia, but the site has a whole new layout, don't think they even have GTAIV mod's anymore, they only had canadian police vehicle's, all the car's had that lightbar, i know the toronto mod on here comes with a car with that exact layout here : it has A BUNCH of option to choose from.
