I have UAC set to allow everything; I have Microsoft .NET installed at 4.6, I've ran it as Administrator... I'm on Windows 10 (64 bit). I am not using Steam.

Maybe try updating your rage hook. 

The rage plugin hook that comes with 0.2b is old. Go to the ragepluginhook.net and download the latest 32. Elite gaming nailed it.

32 alpha is there to get. But it's just a update so pretty much 29. Many actually are sticking to the actual 29 due to plugin compatibility with plugins that were not updated yet or acted buggy. Others say they haven't had any problems at all.

29 for most people works, which is why I say to get that rather than 32
