The ELS not working has something to do with the LA Pack. In his meta files he has included with the car pack, they dont seem to register as emergency vehicles.

On topic though, this is nothing new - there's a good number of women that play LSPDFR - it's certainly something that a lot of people who are looking to get into law enforcement or other emergency services can become interested in, and there's an increasing number of women who are which is nice to see.

You can't. LSPDFR is only for the PC version of Grand Theft Auto V. You can't install/use the mod on any console version of the game

Make sure you install the OpenIV.asi otherwise it will say your game is corrupted.

TheDude got it right. I use the disk version and I dont have any problems. Make sure you make a mods folder and put the .rpf files in that you are using. That will make sure the game doesn't rewrite the .rpf files.

Maybe try updating your rage hook. 

Ok ill try it. Im not sure if it works though.

I can play it just fine on 8.1! Make sure you unblock every file that it comes with because that causes it not to run.
