You recently installed RDE and it removed the EUP dlc line

add this line:

<item>dlcpacks:\eup\</item> at the bottom of the list after RDEWOV

 

or you could just reinstall EUP with the auto installer ;)

I mean you are saying what's your problem, like I need more to help you, do you need obvious thing I can say is the same the plugin was teling you, EUP is not installed, reinstall.

Once again, the partner mod is not compatible with EUP at the moment, you have to wait for the author to update his mod.

is the game installed at update/x64/dlcpack/eup/ but in game it is telling me that it is not installed is there any logs I could find in my files somewhere this is all the information I have.

Did you make your own outfit? If so, you have to change the "upper body" to only show the skin that is required for the clothes. The way GTA 5 dresses characters is bizzare but clothes are all compatible with a full upper body. If you have a long sleeve turtle neck, you only need hands. Just change the number until one doesn't glitch. This has nothing to do with installation or anything, it is just the way GTA V handles outfits. In game, it takes care of this for you but in EUP or Skin Control, you have to manually change it. If you go to the predesigned outfits, this won't happen but that limits customization.

You are wearing the wrong upperskin (arms) with the choosen top, you should have upper Skin 1, was the outfit spwaned from your wardrobe ?

just reinstall in your mod folders, I can't make anything from what you said.
