This crash occurs only with LSPDFR running. 
 
The DLC map interiors used by LSPDFR does not cause the game to crash; I tried to restore the previous DLC map patchs and the game still crashes.
 
After unload LSPDFR plugin, I was able to free roaming around the crash locations with no crashes, with all the other mods installed, as well as the latest DLC update.

I've not had a chance to test this, but based on the troubleshooting everyone else has done I'm assuming it's an LSPDFR bug. Perhaps something has been changed or deleted around apartments or maybe a hook or pattern has failed.
 
I'm not too familiar with the apartment system, so even if I have a chance to look at this I'm unlikely to fix it quickly.
With the festive season there is probably going to be a delay around fixing this if it's an LSPDFR bug. I can only speak for myself but I will have probably no free time in the coming days, the situation is probably similar with the rest of the development team. Sorry about that.

Yes but the only way to access them is by loading LSPDFR. Otherwise they have no interiors or any other functions. 

Is there a way to disable the apts/houses?
 
 

Teleported from the city to grapeseed and crashed right away.
Then tried it from Sandy same thing happened.

Hello fellow LEOs of Los Santos!
Since the latest update of LSPDFR and RPH for game title update 1.0.2545.0, I have been facing the exact same problem that first, RPH crashes and then the game shuts down whenever I leave the apartment. For troubleshooting, I particularly noticed that it happens whenever I try to look towards the saved vehicle (face towards the right side of the Spanish Ave apt).
To make sure, I tried to go to the nearest police station right from within the apartment, and it seemed to be alright... but just a few minutes later, it crashed again. Idk if this was random, but the apartment thing is definitely consistent.
 
I tried to play it out with or without the mods folder (with the mods because initially I thought it was due to the gameconfig file or one of my add-on cars as my saved vehicle), but the result is the same.
I'm attaching the logs for the cleanest instance I could play it on, i.e. without the mods folder, without any scripts or plugins, and with the default LSPDFR configuration files.
Hoping for some help.
 
Ps.: If it is any reference, I had been facing random crashes even before, but that didn't have any particular characteristics as this one. Just mentioning the thread for reference purposes.

A few people are having this exact same issue, whenever we are near the apartments the game will crash with a RPH error.

We are on the same boat here. I tried everything but no luck, seems like an issue with the mod itself. 

i am having the same issue, anytime i go near or come out my apartment i crash but everything else is fine, this needs a fix

I switched apts from Grapeseed to 4 Integrity Way.Guess what same thing happens.

How do we turn off apts or disable them??????

So now I teleport from 4 Integrity Way Apt to Grapeseed. Go on duty in Grapeseed drive to 4 Integrity Way.Game crashes as I get 2 blocks away from 4 Integrity Way.
No crashing in Grapeseed now.

I have to support this topic because I am having the same issue as well. 
 
I can see there are multiple posts addressing this issue at the moment. Let's hope this will get some attention from the development team.

I'm in the same boat. Crashing whenever in the vicinity of my set apartment. Super annoying, but good to know that I'm not the only one. Fingers crossed for a fix from the dev team.

I think you maybe on to something.I spawn in the Grapeseed Apt. Go outside get in car,start to drive it crashes.If I spawn and teleport to another location it does not crash.I attached a LOG
