    a patch would be nice to fix the stuttering issues and frame drops, happens even on vanilla gta , pretty certain its from ambient events and the default callouts because every time they happen i get a slight freeze in the game

    Not a GPU problem, I can assure you. 
    Same here, I actually have like 4 or 5 other lines I was told to put in that systematically disables half of lspdfr 0.4 from ambient crimes to ambient police, anything to "free up" resources for lspdfr to use - I still get SEVERE texture loss in paleto, texture loss after 10 minutes of play in Sandy, and texture loss after 15-25 minutes in los santos, as well as ANYTHING remotely stressful on the game and vehicle models will decrease in LOD right in front of you, from interior assets like steering wheels turning invisible to exterior issues like someone dumped chrome on your car. 
    This may work for some people but not for everyone, and the fact that everywhere you turn for help and still get this solution is not only redundant but frankly a bit irritating if this is ALL you can find. We need a PERMANENT fix to this that either doesn't disable half of lspdfr 0.4 or finds a way to make it use less resources on our systems so this texture loss crap doesn't happen.

    Blaine County already exists as a distinct region.

    So, it's been a while since we've provided an update on LSPDFR 0.4.  As you might've guessed from the title, though, there's a good reason for this...  It has taken us a lot of work to get to this point, and in the last couple of months alone we've made hundreds and hundreds of changes.  Anyway, here we are - who knows how many months late - but we're here.  No riddles, no treasure hunts, no @MSA (at least I'm pretty sure they're not here), but straight to the point!  We can now confirm that we'll be releasing LSPDFR 0.4 in February, 2019.  
     
    Anyway... with the scary part out of the way, I wanted to take the opportunity to explain ourselves a little.  No, @LMS wasn't renditioned to an IAA black site, no I didn't fall victim to the Orbital Cannon, and no...  the ghost of @ineseri didn't drive a train into us.  Perfectly plausible scenarios given our silence about 0.4 as of late, but we're actually still alive.  Instead, we've been pretty busy rushing to the finish line as far as 0.4 is concerned, and to complement the big news above, we thought we'd throw in a couple of sweeteners below to show just how much 0.4 is going to change things. 
     
    We've talked a lot about our Character system in LSPDFR 0.4.  It's one of the biggest changes to the mod, but we also think it represents an entirely new direction in general.  I say this because, not only does it allow us to have a bunch of really cool stuff natively integrated into the mod, like customizing a character, but it also lets us have a bunch of other really cool stuff natively integrated into the mod!  Having your own character dials up the immersion quite substantially, but we wanted to take things to another level.  We thought, for example, wouldn't it be cool if instead of spawning as Franklin in Franklin's house, you could instead, say, I don't know?  Actually spawn as your own character, in their house.  Or maybe, instead of switching to Trevor and your camera panning down to him being pursued by the LSPD, you could switch to one of your other characters, and "Google Earth" down to them being the LSPD. 
     
    LSPDFR 0.4 introduces a fully functional GTA Online Apartment to single-player, complete with transition sequences, working interactions and more Steve Haines than you can handle.
     
    It's not just that, though, we really wanted to dial it up.  Having your own character, them having an apartment, switching, customizing, it's all cool, right?  But you might be thinking, what's the point?  These are "multiplayer features".  And sure, LSPDFR is and most likely always will be a single-player mod, but that doesn't mean we can't think outside of the box every once in a while. 
     
    Recently, @Cyan, in addition to all of her work on the website, has also been developing an all new framework called LSPDFR Sync.  LSPDFR Sync lets you connect up to your LSPDFR.com account in-game, and you can then synchronize your LSPDFR characters with your LSPDFR.com profile.  To top it off, we've brought back statistics too.  Ever wanted to know how many shots your character has fired?  It's as simple as taking a look at your character's profile on the site - which, we should add, you can actually edit.

    And frankly, it doesn't even end there.  When I said before that we wanted to dial the immersion up to the max, I guess I lied.  What I actually meant to say was that we'd just ripped the dial clean off the controls, strapped it to a rocket, and sent the damn thing up to the moon.  Not only can you now create a character, customize them, share them, spawn as them...  You can actually do things as them too!  Like, actual game things.  Ever wanted to run the triathalon as your LSPDFR Character?  Now you can.  Or, how about practicing with your sidearm down at the range?  Yep, got that too.  Simply want a can of sprunk from a vending machine?  No problem.
     

     
    With the introduction of a new innovative system by @LMS, it's now possible to do many of the single-player minigames while playing as your LSPDFR Character.
     
    Of course, with the Character system, and all of the features that come with it, being such a huge part of LSPDFR 0.4 it'd be easy to forget that this is a police mod.  Indeed, I think we almost did given the grotesquely gargantuan amount of work that has gone into it.  Fear not, though, as we have also been working on some incredible new gameplay features too, including massive improvements to interaction with suspects and people that you arrest.
     
    LSPDFR 0.4 introduces, in a game-changing way, the ability to take hold of and drag arrested suspects.  Yes, we know that there's some great API mods which have held the fort, and we're grateful for that, but this is something we wanted to get absolutely right, and indeed, we think the result is simply stunning.  The possibilities are pretty far-reaching too and encompass just about everything from shoving suspects up against cruisers, to personally escorting them into their cells.

    EUP is a fantastic mod, but it's not ideal when you need to use it or Skin Control or something like that to play as a custom character in LSPDFR.  We're bringing this all under one roof with LSPDFR - letting people play the mod with our new Character features.  And no, the only place you've had a character editor like ours "for years" is GTA Online.

    Really? Meh, 2 year later (almost) and the first biggest announcement is... something we already had for years with EUP (and some people lik to play with custom models anyways). I'll be waiting for more news because this mod needs many more updates, other than what was presented at this time. Other than that I see no point in updating right now LOL.

    Speaking on a personal level, I appreciate (as I'm sure many others here do) your attempt at making amends with our community. 
     
    However, this puts us in a challenging spot from a moderation perspective as you are a representative of a commercial company whose goal is to make profit and your post is somewhat resembling of an advertisement for Police 1013, especially considering the links to your various platforms and your appeal for people to get involved with them.
     
    More importantly though, looking back, what happened in this case is reminiscent of the drama that existed previously with your project and our community and it's something that we'd rather stay as far away from as possible and as such we think it would be best to close this topic.
     
    So, while we absolutely do appreciate you taking the time to apologize for what happened, we would like to leave it at that for now.  With that being said though, I think I speak for everyone in our community when I say that we do wish you the best with your project.

    You and I had a discussion via PM, and I just want to reiterate I'm rooting for this game. We are long, long overdue for a proper police simulator that goes the full nine yards. However, in terms of you as a person, I am not going into specifics, primarily since we discussed it, but I will say your business practices and public relations could use A LOT of work.  If I was an employer, I would never hire someone who insults the community for criticizing their game, and I'm not just referring to myself.  I'm referring to a Youtuber and several other folks.  When you make a product for the public, regardless of what it is, you better be prepared for all types of criticism.  If you're unable to handle negative criticism, you better reconsider your line of work.  Good PR will take you and your product a long way.  Once you lash out at the community and show a negative image of yourself, the bad PR will be the end of your product in a heartbeat.
     
    I honestly have to second what Spookink/Couthink said.   When you try and censor people and lash out, then lie about the things you obviously did, it makes it so difficult for us to believe if this apology is sincere.  Sincere or not, I do believe this is a publicity stunt as well.  Attack a Youtuber, then start apologizing to everyone when things slow down with your product.
     
    Again, I have no ill will towards you, but from a professional standpoint, I cannot look at you and think you're a trustworthy, genuine person who I'd love to have work for me when you've done a lot of the things you have for this game.  That being said, I do wish you the best of luck with things.  Maybe someday you'll prove me wrong and this game will see the light of day.

    Like above, these views are my own personal views and don't represent that of G17 Media or any-one in this community.
     
    That being said, the way you presented yourself (especially towards me) was unprofessional and disrespectful. Being like that will lose most, if not all of your support from people, which it has done to me. I support developers (especially indie developers) on what they're like as a person, and the way you conducted yourself lost all support from me. and to be quite honest even though it maybe heartfelt, but to me (And don't take this personally) it just seems like a publicity tactic (sincere apology - gain support - make money) 
     
    This game could go on to be one of the best police simulators of all time, however because of how you were i will not be purchasing or supporting this game.

    This whole "Cease and Desist," corporate international/multi-platform contact letter raises a lot of red flags from what the OpenIV team has and has not said.
    For the record, Take Two Interactive is a company valued at over $1b and growing since the release of GTA V. It has stock on the NYSE. Furthermore, Rockstar Games and 2K Games are subsidiaries of Take Two Interactive (T2 owns both companies and their outlets).
     
    I did not think it was a big deal at first, but it has certainly been raising a stink. However, I'm optimistic this is either fake or an unintended mistake. There are some red flags and inconsistencies that tip off to a possible phoney.
     
    T2 Interactive owns Rockstar Games - RSG develops and publishes, as well as handles all point-of-contact interaction with customers and community on behalf of T2 if it is a Rockstar game. RSG has never implemented any intentional counter-modification update or feature and, as mentioned prior in this thread by Thero with proof, they have even supported it. This is very inconsistent with Take Two Interactive's supposed Cease and Desist letter.
     
    As for the letter, Take Two Interactive has confirmed with and through RSG in the past (by their own operation) the legality and availability of modding in GTAIV and GTAV. It's odd that the letter comes unprompted and right after a DLC update that does not affect infrastructure or other critical files that would obstruct or disable OpenIV. The largest alarm to the credibility of the letter is the grammatical errors of the document and its delivery over international jurisdiction. It is quite odd, legally and operationally, for a company to send a letter to cease and desist under terms of another jurisdiction to just one individual in a different legal jurisdiction in another country  Furthermore, the document's authenticity is at large (I have not seen the letter, but if it is as bad as Deputy Rourke implies, then it seems largely debatable).
     
    The timing of it all contributes to the suspicion. After a significant update, but nonetheless at perhaps the least critical time for GTAV sales and GTAO interaction. Four years into GTAV, there is no overt financial motivation by either company to discourage modding and even go as far to cease it. As RSG said themselves, they support it and, obviously, it attracts even more sales because of more content. It seems irrelevant, out of character, and inconsistent for Take Two Interactive to pen the Cease and Desist letter.
     
    Laying all of this out, it seems even more indicative to me that the letter is false. It just doesn't add up. If it is not false, then I am not worried. There will be other ways, and RSG and T2 will identify their fault eventually, especially here in the closing one to two years of GTAV (four years later). If not, I have faith in the community to come back. This community always has, just look where we are today and what they're capable of.

    R* isn't really the issue, though they have done stupid things in the past. T2 is the problem, their the ones who want to crack down on everything, they would sell their own family to make a quick dollar.

    I am in 100% agreement. It baffled me that Take-Two (Who I'm sure have written a legal document or two) couldn't figure out proper grammar when sending this C&D in the first place. And that the OpenIV guys only reacted to it days later via update, with no warning, and just pretty much said "bye, see ya later". 
     
    My original crazy theory is that it was an attempt on GTA modding from another modder or developer to stop production of a competitor. (My theory is based on the dev for Police1013's interactions with this community, but it isn't wholly based on him.
     
    And another thing. Why send a C&D to one modder, but randomly contact "Alex" (Who we still have no idea about), about changing game files 4 years after initial launch. This makes no sense.
