In that case, surefire way to solve your issue is to verify your GTA V installation and copy over the regular update.rpf into your mods folder and install EUP.

If you're using the Steam version, you can easily verify your install by right-clicking GTA V, and then going to Properties -> Local Files -> Verify Integrity of Game Files.

If you're using the RSC version, make a shortcut to GTAVLauncher.exe and add "-verify" (without quotations) to the end of whatever is in the Target field.

Okay, I'll do that, btw, can I have add-on cars to my game? I thought this can be the "trigger" for the issue to happen.

Absolutely. As long as you don't directly edit the vanilla DLCs you'll be good.

If so, the only other thing I can think of is that you have an edited mpheist DLC in your mods folder. Look in your /mods/update/x64/dlcpacks/ and if you see mpheist there, delete it.

So the menu keeps telling me I don't have EUP law and order installed, I do have it install along with the Serve and Rescue pack. What gives?

.oiv, is the oiv busted?

No, but it don't add the EUP line to dlclist.xml, have you done that?

Hey, thanks for the files and sorry for the late response. Weirdly enough, I still can't get the menu to show up, even with the core initialization files in place. Unsure what else to check, honestly. Nothing is set to read-only, folder and file permissions are properly set, plus everything else I covered... I just don't get it, lol.

 

I'll try some "extreme" fixes and get back to you if I find a solution. I appreciate your quick support.

 

Edit: Well, found the issue and everything now works as expected. Turns out my "extratitleupdatedata" file was somehow "corrupted," a vanilla replacement corrected the issue. Out of all things... smh.

Yep, when I start the game the message pops up and F11 doesn't show the menu.

Upload a pic  on your EUP, both Menu and L&O installed and your dlclist.xml in your  /mods/update/update.rpf archive
