Or they spawn in sea, about 100km away from the city..

That's because you're not using the appropriate coordinates. More than likely, you're forgetting to use the negative (-) that's placed in front of the numerical coordinate value. So, if it states -37.999 then it's -37.999. Not 37.999.

I didn't forget them to put them in front of the numbers. If ther stands -37.999 than I set -37.999

Seems the ped spawning issue might not be related to LSPDFR at all. I removed LSPD First Response.dll from my plugins directory, and the issue is still happening. Affects all added peds, plus the game's three base female officers. Also affects the base SWAT ped.

The other one you have in there above [ShoppingCenterr],  that one is wrong as well as it also has commas and not decimals in it.. I don't know if you are using that one or not or plan to use it. Just wanted to make you aware of it.

EDIT: A simple solution would be instead of manually typing out the information from the LEJSLocationInfo Text Document, just highlight the information and copy it(Control+C) and paste it(Control+V) into the box you are intending to edit in the

Law Enforcement Jurisdiction Script RC 0.2.0.0 - RPH 0.34 Released.

LEJS 0.2.0.0 Updates and Fixes: 
-Added an optional spawn-chance for custom jurisdictions.
-Added a notice saying to copy over saved values precisely to the location saver.
-Added a differently working optional spawn-chance for zoned jurisdictions.
-Fixed an issue where certain ped models could not be used in jurisdictions.
-Fixed an issue with reading the INI values.
-Fixed an issue where master viewing mode wasn't working as intended.
-Improved the driving styles of the jurisdiction officers.
-Zoned jurisdiction spawns should be more reliable.
-Automatically detects if the in-game date and time are invalid and adjusts it accordingly.
-Optimized performance in various areas.
-Improved air patrol AI slightly.
- Older .INI files will still work with 0.2.0.0.

INI FILE EDITOR 0.0.9.0 Updates and Fixes:
-Added the spawn-chance field.
-Fixed an issue where other jurisdictions were affected when deleting or overwriting a jurisdiction.
-Fixed some other minor issues and hiccups.

Compiled against RageHookPlugin v36 (Rockstar latest patch 617.1).
Still compatible with RageHookPlugin v34.

Could you make an update where you can choose witch which weapon they are patrolling? Meaning if I set some soldiers, that they use a carbine and not their pistol. :)

We're actually in the process of including many things related to the LEJS spawned peds... which would include weapons as well.
