I believe I remember when I used LCPDFR for GTA IV that there was a mod of some sort to change all of the Emergency Lights to blue. Is this possible with LSPDFR and GTA V?

I'm wondering because where I'm from (Massachusetts) the Police don't use Red lights, they are reserved for fire and ambulance.

If you're okay with using a modded vehicle, then you can download this CVPI http://www.lcpdfr.com/files/file/9073-unmarked-cvpi-pack/ . Make sure to choose Version 1.0, not 3.0 when you download it. V1 is all Blue, V2 and V3 are Red/Blue.
 

EDIT: Also, if you can find a skin you like that fits this model, then put it on!!! This model supports Texture (Skin) modding. I have a Houston skin on it right now.

small correction, v2 has all blue option, he didn;t kill it off til v3.

Actually Massachusetts State Troopers do have one or two red lights in their light bars. Town and city police do tend to use flat blue, though. Oddly enough, some of the newest ambulances are using blue in their light configurations now. In GTA IV you would have to alter the skin of the light bar itself by changing the colors of the red lights to blue, then you would have to change the actual flash color to blue using the ELS configuration files. Since we don't have ELS for GTA V yet, I don't know if you can change anything other than the skin. Maybe the radiance mod can do it, I haven't played around with the cars in the game yet.
