Also the same when I try to go to this authors other files, was he banned? Was his account removed? Please someone help this guy makes create plugins :(

The author for this specific plugin has chosen to hide it from public. 

Albo hid them as they don't work on the updated RPH and can't update his mods due to exams. he posted a status about it.

"RPH 0.29 has been released! I have temporarily hidden Arrest Manager and Traffic Policer from view because they will not work on the new version until I update them. I will be looking to do so after I finish my exams soon." - Status update by Albo

Read the supplemental message that it says -- not just the error code. It tells you the problem.
