I have police2 and police3 mods, but it only spawn police3, never seen a police2 in traffic or chase

Depending on where you are in the city, police3 usually responds in LS. police2 barely spawns though, maybe in southern LS. I'm not quite sure. You might be able to change this somewhere. 

if you use traffic variety mod it will spawn it at a higher rate. The police 2 slot according to rockstar is considered a rare car so the probability is low. Traffic Variety spawns cars depending on its area ie adders in wealthier areas and low riders in grove street 

With LSPDFR 0.3 you will be able to customize which cars respond and when. And how many of them. 

I see all of them spawn around the city. Generally Police2 and Police1 the most, Police3 is the most rare in my experiences. Maybe that's because I operate mostly out of North LS? Idk. I wish Police1 spawned more often its what I have my crownvic set to; its weird to have chargers outnumbers CVPI's on the roads lol.

Question for you ineseri.  Do you know if this feature is available via a menu system in game?  Or a Config file?  

It's possible but unlikely.
