What do I do I tried everything! I want to know how to install custom sirens and lighting

I am unsure on how to do custom lighting. Unless you mean how to get the lights without the sirens. That is easy. Do post back if that is what you want.

As for the sirens, follow these steps:

Get OpenIV - http://openiv.com/

Once installed, Launch the program. You should be at your Grand Theft Auto 4 Root Folder (Where LaunchGTAIV and LCPD:FR had installed). Navigate to this:

PC -> Audio -> Sfx -> resident.rpf -> resident 

Right click on Horns, extract and save it somewhere. That will create a backup of your current siren. Which should be the original siren, seeing as you seem to be having trouble installing a siren.

Once you've made a backup, minimize OpenIV. Go to where you downloaded your siren file.

If the horns file you downloaded has an .ivaud at the end. Remove it by renaming it and getting rid of the .ivaud.

If the siren name doesn't have the name HORNS, rename it. Don't include the , sign.

Once you have done that, go back to OpenIV, press on the edit button. It's on the top row near the X.

Right click on horns, navigate to were you downloaded your siren. Replace it with the downloaded siren.

Congratulations. You just changed your siren.
