The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

Other  than the Tahoe(or suburban)  and the Explorer I have more suggestions. You should mod the prisoner transport van to a Suburban or a regular police cruiser. The highway patrol unmarked white cruisers should be Dodge Chargers or Crown Vics. The "Local Swat" should also be a suburban. An unmarked suburban should replace the unmarked Granger.

You can replace vanilla vehicles using Open IV to do what your talking about

You can do this yourself. LSPDFR will never contain vehicle mods built in because not everyone wants the same thing.
