recently I visited my aunt and uncle at LA,

while at there I saw many of the patrol cars, it seemed that none of the LAPD cars had steelie all of them had hubcaps any reason for that cost related maybe? I don't know I just observed that.

Lol, the LAPD is loaded with funding, I think it's just the way they like it. I personally think the hubcaps look better than the plain steel wheels.

Pushbars are a rarity. I think they're used on "pursuit" unit. I'm assuming they'd be called in to push a car out of the road or stop a fleeing motorist.

This might sound like a dumb question but what exactly is behind those hubcaps? Isn't it a steel rim with the chrome center cap removed so they could install the hubcap? Or the steel rims which were used before and left visible where of a special (more expensive) kind?

Yes, the hubcaps just cover the steels.
