LSPDFR.DLL is missing

I was having some crashes with LSPDFR after installing some mods, so i decided to reinstall the whole mod..but every time I reinstall I don't see the LSPDR folder nor the DLL. Therefor when I launch Ragehook.exe it just launches GTA V normally. Was there an update to GTA V? I did experience some crashes before i reinstalled the mod.

What happened

I downloaded and installed some mods to my LSPDFR plugins folder to make the game more real. After installing the mods I started to get crashes on startup..I figured it was the mods so i deleted them from my plugins folders, I then loaded up my LSPDFR (ragehook) and got the same crash. I then copied over the LSPDFR files with a brand new install of the mod, but it still crashed. I repeated this process until it finally ran but this didn't last long because while I was on duty the LSPDR.dll crashed while playing and I was forced to close my game.. so after deleting the files and reinstalling I ran the game once more but.. the game just ran as if i ran it normally. I thought this was an error so I looked the main directory and noticed some files were missing (LSPDFR Folder and LSPDFR.DLL)

OS - Windows 8.1

Processor - Intel core i5-4460 CPU @ 3.20GHz 3.20GHz (Quad Core Processor)

Ram - 8GB

System Type - 64-bit Operating System, x64-based processor

Graphics Card  - Intel HD Graphics 4600 (Integrated/Built in)

Additional Information

I have upgraded to Net framework 4.6 and have downloaded and installed all components required to run LSPDFR

I just dont understand how the LSPDFR.DLL is missing..even with a brand new install.

You can download the modification and then try copying all the files through and then install Ragehook 26.

Whats I have done so far

In order to find the missing files I went back through my recycle bin (because I did not empty it yet) and found the missing LSPDFR folder and the missing .DLL. I then redownloaded and reinstalled LSPDFR (ragehook 25) with brand new files and placed LSPD First Response.dll in the plugins folder and placed the LSPDFR Folder in the root GTA V directory. I started up the game and it started normally without LSPDFR

The first screenshot shows the files that are missing, I found these in my recycle bin (please note that LSPD First Response is in the plugins folder in this that screenshot)

The second screenshot shows a brand new copy of ragehook 25 (you can see the LSPDFR folder is missing and inside the plugins folder the LSPD First Response.dll is missing)

The third screenshot shows my plugins folder within my root GTA V directory.

The fourth screenshot shows myself in game (you can see that ragehook its running, but as you can see on the mini map that no police stations are mark

Do you have a antivirus installed?
If so, check its quarantine section.

This problem should get fixed after a major update, there got to be a reason why its missing. This started with the LSPD First Response.dll stopped working while in game, however I didn't notice it's disappearance until i reinstalled the mod a few times.

So what was it?

The problem was the files were not all being extracted when I extracted the files from LSPDFR during my reinstalling  they would not all extract resulting in some missing files (LSPDFR first response.dll and LSPDFR folder), and since these files were missing ragehook 26 could not find them resulting in ragehook launching GTA V normally.
