The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

Can someone send a copy of these files to me?

So I downloaded one mod and it really caused all kinds of crashes for me...i was wondering if someone could send me these files so i can replace it back to original?

Sorry, but we do not host, nor do we allow users to link files copyrighted by Rockstar Games.
You can, however, use Steam's verification feature or the repair tool brought with GTA V's setup file. You can also create a shortcut of the PlayGTAV.exe (should be that .exe; if nothing happens, try doing the same for the other .exe files), right click, open properties and at "Target", add " -verify" so it looks like this: "C:\Program Files\Rockstar Games\Grand Theft Auto V\PlayGTAV.exe" -verify
It should then re-download all broken or modded files.
