The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.
[16th April] LSPDFR Enhanced Preview has been updated to include a fix for users struggling to access the PD interior.

Hi, I have a problem: I have installed all my modifications with the "mods" folder method but I don't know how to play the game with them. Here is how my "mods" folder look like:

When I try to run RageHook it says it can't find GTA5.exe. Do I have to put RH inside the main GTAV folder? I didn't want to do that because I want to only delete the ASI Loader and OpenIV.asi to play Online.

 

LSPDFR/RPH goes in the main V folder.

You need to put the RPH in the root folder of your game. You need not delete RPH to play GTA Online. Simply don't launch it. 

You, furthermore, do not need to delete any other file to play GTA Online. All you need to do is to rename the file ending for the ScriptHookV.dll to something else temporarily.

No you do not. Simply do not run the RPH. 

This is what is great with Rage / LSPDFR, it doesn't modify any existing file. So it is only a question of how you start the game.

Where we're going, we don't need signatures.
