I am using a bit of a couple of mods and I know that you will get banned using mods Online. But, what about the Content Creator? If I recall correctly you will have to sign in to the Social club to use the creator so no offline usage here.

So does the creator count as online and you will get banned? Or is it safe to use when having mods installed?

No. "Supposedly" if you use mods in single player, your safe. Just don't use online mods. 

I mean, they just featured director videos with single player mods, so you should be safe

You have to sign into Rockstar to play single player too so not much difference if your using the content creator I would assume. Also Rockstar does feature Content creator Content that have modifications in them so I think you should be safe.
