Im trying to change a texture I made using OpenIV. The .ytd file show my file on the truck and looks great but when I open GTA it still loads the original. If someone with experience or just knows what wrong could message me, I would be soooo grateful!! Thank You! 

Is your game downloading a patch before you enter in game?

it should come up via your launcher (like the normal updater does). If your replacing files, doing it correctly and it's not working then it's most likely updating the vanilla files back. this can be bypassed by using a mod folder - http://openiv.com/?p=1132

Sorry about the wrong location! I am using a mods folder. When you open the .ytd file its there, when you open the 3d image .yft its there, but when you start the game and get the truck, its not there. Its back to the stock image.

I just tried going offline and starting the game in offline mode, and its still stock.

Then you haven't installed the mod correctly, Mind uploading a screenshot of the contents inside your mod folder?

Which vehicle did you make it for? Some vehicles have to have their textures replaced in Update>x64>dlcpacks>and patchday(whichever is the latest updated for that vehicle, for example sheriff.ytd is in patchday3ng. so it would be patchday3ng>dlc.rpf>x64>levels>gta5>vehicles.rpf). This is what I experienced with the sheriff cruiser and a couple others that x64e doesn't always work.
