You could spawn a helicopter or just take them to one of the many boats that spawn around the island.

I find that hard to believe since it would take alot just for a small island and small chance of people patrolling, however, I think if we could find a small, LCPD looking building on the island, They could simply code in another station down there to walk perps to .

Well, at the base of the statue, there is the entrance that has cops and security guards all around and inside it. If you were really looking to put a station there, I suggest maybe putting a red circle there next to the table inside? Obviously no cars will spawn there. It's just for arresting peds.
