I noticed things like arresting and stopping peds dont work after a while..

It seems they stop working if i do eg these things = press context button too much, or if i left stopped pedestrians on the street and eg drive away.

Has anyone else have similar problems?

Yeah, problem with traffic stops. After a while, it will not let me initiate a stop unless I turn on my lights to make them pull over, then slam into them and press the pull over button. AFAIK, the only way to fix it is to reloadplugins or restart the game.

I also think it would be cool if pulling people over was disabled while in the Backup Menu. It's really annoying having to drive back and cancel the stop. I don't know if that happens on the keyboard but it does with controller.

Can't say as I've noticed anything spontaneously stop working.

As for the backup menu, generally speaking you don't need to press Shift while calling in backup so you don't end up initiating a traffic stop. The same can't be said for controllers because every button already does 1 or more different things. 

Why would you drive back to cancel the traffic stop? I use controller as well, and if i accidentally initiate a traffic stop while being in the backup menu, i quit the backup menu and press A to cancel the traffic stop. You don't have to drive back to the vehicle to cancel it.

If your lights don't signal the car to stop, you have to let that happen, then drive back and cancel it. I can't cancel it without the guy being signaled.

If you haven't yet signalled them to pull over (so you've blipped the vehicle) continue to drive and I believe a distance catch will auto unblip the vehicle (thus cancelling the stop).

Yeah I've also noticed that after a while it's almost impossible to make cars pull over. I was following this truck who was speeding in the highway and only like after my 8th attempt pressing shift I managed for the truck to finally pull over :/
