2. If you are reffering to the unreleased version of vDH Police Helper, you cannot ask for it here. It's unauthorized for redistribution by Abraxas. The only released one is this: http://www.lcpdfr.com/files/file/1174-vdh-policehelper/

    He probably got it the same way you tried to - Asking. But he asked someone that didn't care about honouring Abraxas, or he had testing access.
