The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.
[16th April] LSPDFR Enhanced Preview has been updated to include a fix for users struggling to access the PD interior.

I'm a bit confused, when I have the latest version of Scripthook and Rage installed (any version) they conflict with each other keeping me from using any Scripthook based mods, is it supposed to be that way, or am I doing something wrong?

Nope, it isn't supposed to be that way.

Unfortunately this is the situation that we're in just now as it relates to GTA V modding.  It will be up to the authors of the hooks to collaborate better and support each other's software.

Thank you, Sam, for the reply. I appreciate it. I just now saw your stickied posts about the issue. I appreciate the hard work you and the team continue to put in! Do you perhaps know why most scripts are developed to work with Scripthook? Is it due to ease of use?

Probably because it is what is known to them. ScriptHook was all that was really used with GTA IV. Rage Hook is new and I think people are afraid of it.
