Also, how can I open the computer without it activating lights and sirens?

Also, when I pulled someone over I put their license plate into the computer but it said nothing was found, does this mean it's working or not?

You can swap out the siren key for something else. I personally use "G". 

You typed it wrong. If there is a O or a 0 in the plate, they're very difficult to differentiate between. Generally, the format of the plates is this: NN-LL-NNN (N = Number, L = Letter)

Yes indeed. LSPDFR uses natives for controls - So if you change a key in the in-game controls, the LSPDFR controls will change accordingly I think.
