The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

I just downloaded and tried out the new LSPDFR version and totally love it!
However I have found one bug: Whenever the AI cops arrest somebody, they cuff them and then just drive away, leaving the suspet kneeling with their hands cuffed.

Yup I can confirm that as well. 

I was already too far away from a suspect fleeing on foot so I called for backup and they arrested him but they left him kneeling and drove away.

It might be that the AI is deeming the situation that they were spawned for over once the suspect is handcuffed.

If you notice, whenever you handcuff or kill a suspect from a pursuit, or anything else you have AI backup for, the scenario ends. Once the scenario ends the AI is sent away to despawn, so you may need to open the car door and help the suspect in before they drive away at this point.

I've seen this bug inconsistently. At some points the original officer will walk away and another unit will drive up and place them in the car, similar to the prisoner transport function that existed on LCPDFR.
