In my opinion, any police officer should always find a way not to kill the suspect. You can shoot at legs or arms, disarm a suspect, if there is no explicit attempt with a gun. the officer did the right thing, though risky.

Radio mod in a police car and by walk already exists. You can google it and find it quickly. If you want some special mod for the police - then will have to wait.
