The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

Non-LSPDFR cops joining into LSPDFR pursuits?

@Sam mentioned that GTA5's AI cops aren't controlled by LSPDFR yet. But why do ambient cops actually join your pursuits then? It happened to me multiple times already.

Does LSPDFR spawn cops at the highways who then join the passing pursuit? My brain hurts, I don't understand it. :c

As you can see in the video - The cruiser was going after the truck, as part of GTA Vs ambient chases. The bike is probably part of the state patrol unit backup he called.

I have noticed this once or twice. 

All of a sudden my two backups requested become about 5 backups.  It was in a very long chase all around the map.  Seems like the cars parked on the shoulders ignore you but if you pass cop cars that are actually driving around they join in.  

Or I called more backup and didn't even remember ;)

Nope, if you watch for a few more seconds, you can see that the truck blocked him accidentally and the cruiser catches up to the pursuit again (if I saw it correctly).

If the suspects are to commit a crime (i.e run over someone) near a AI cop, it will initiate its own pursuit. Happens regularly if  you have Cops Back on the Beat mod
