So, I installed the Improved Spotlight and LED lighting. v 2.0 mod (which can be found here), and my lights on every police vehicle is now, broken? Here's a video.

Do you not see the star-like reflect it gives in the video?

Thats because i changed the corona to something different, but it's not recieving a popularity vote so i'll be making a different version on next update. It's not broken.

Yeah, I just uninstalled it. I didn't like the star-like lights all lights were giving off.

I'll give you a tip. Download drunkpolice's mod, and just install the visualsettings.dat. Not the .ytd files. It'll look exactly like on the screenshot you posted.
