You don't have to touch the vehicles folder it just contains the audio files that are replaced through the oac file.

Does the game try to update itself when you launch it? Or you get in game like normal and nothing changes. If so which version are you using steam or another? Also are you rebuilding the archive after you drag the file over.

Yeah the game does a small update after I do it before I can launch the game.

I figured, someone elsed asked the same thing using the physical version. You have to create a mods folder to use modified files on the physical versions, here is a link to the topic on it, you put the x64 file in a mods folder in your directory, they said it works so you can use that I can't personally say I have because I have the steam version, but I am sure it will work :). http://www.lcpdfr.com/forums/topic/50930-gta-automatically-updates-when-reskinsscripts-installed/
