The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.
[16th April] LSPDFR Enhanced Preview has been updated to include a fix for users struggling to access the PD interior.

I tried basically everything to run a license plate i use a controller so its left on the d-pad to call it in so i was told but it still never actually called it for a check yes I have them pulled over and stopped still doesnt work. I didnt see any errors in console as well

I think you are talking about FinKone's plate checker which is being tested by people but not released
