Crazy Pedestrians!!

So, i was wondering if there are any mods that keep pedestrians from going bonkers when they see a firearm, or is this something in the works?  Sorta kills the mood when after a persuit if the suspect decideds to get out and open fire, then you and the fellow officers return fire, it turns into a demolition derby and people start getting ran over (including myself) by bystanders in cars. Then the cops start shooting at the bystanders running people over and even more bystanders start ramming things causing a much more chaotic scene. GTA5 has some really Crazy Pedestrians!!  

This has plagued my experience bad. Almost every chase or callout ends up with a unnatural shoot out with bystanders, drivers going nuts and suspects escaping because of a gridlocked intersection. Mod runs great but it's these lil things that makes it just not have the same magic as LCPD did. Heck sometimes just my car siren is enough to start the panic overload.
