I would like to know if there are any games out there which is set in an urban environment where to start with nothing and work your way up the food chain (wealth wise). What got me wanting this type of game was when I started playing Stick RPG 2 again. I would love to play something like if you need an example.

Also, any game where you play as the riot police, I have no idea but I've really had an itch to play something along those lines.

By the way, there is no modern game that exists where you play as riot police in a riot situation. There are plenty of birds eye view riot games that suck, though. This would be awesome though. Hopefully a company will develop something like this, sort of a massive PvP open world environment type of thing. 

As far as a rags to riches game, what exactly do you mean by that? 

Rags to riches eh, just play any survival game in multiplayer :)

Like InternationalDefiance said, The Sims is the only rags to riches game out there. Unless your willing to commit to some heavy roleplay and mod skyrim with some immersion mods. You could spend hours hunting and chopping wood. Don't know if it would be your type of thing but there's a game called Mount & Blade where you start with nothing, (depending on your character) and build up an army to take over the land, but its all medieval/fantasy.

 

When it comes to riot police games the only one that comes to mind is Emergency 4 / 911 First Responders. Although its a mix of controlling Police/fire/ambulance there can be riots and protests. (would recommend mods for better experience). There's also one that's more about managing a swat team called DoorKickers, no riots though.
