Works just fine for me. Make sure it isn't being blocked in your firewall, and that you're not using any modification that might block your connection. 

If that doesn't help, you'll have to contact Rockstar Support, as this isn't anything we can fix.

I contacted Rockstar Support and they said they fixed it however, I do get the error every now and again, what I would do to fix it is launch GTAIV in offline mode and where it asks you if you wanna play EFLC or IV, exit the game and relaunch it, it should be fixed.

You can do what I did and change "paul.dll" in the main directory to "paul.old.dll" and then social club is disabled but you can still go online.
